TUGUEGARAO CITY — The Regional Development Council (RDC) has been fine-tuning various flagship projects for seaport, airport, and dam construction under the proposed Integrated Strategic Infrastructure Program (ISIP) for the Cagayan Valley region.Cagayan Gov. Edgar Aglipay, who is also the chairman of the RDC, and the council members have reviewed recently the implementation strategy of the ISIP, including its projected viability and the region’s readiness to undertake the program, such as the four major project concepts.These four project concepts include the Cagayan Valley International Gateway Project, the Northeastern Seaboard Development Program, the Development of the Sierra Madre Superhighway and Dam Systems, and the Cagayan River Waterway Development Project.Technical experts from the advisory and technical council-member agencies such as the Department of Economy, Planning, and Development (DEPDev), Department of Transportation (DOTr) and the provincial governments in Cagayan Valley discussed measures to enhance the proposals.“This will be pushed through as economic prosperity and jobs will be enhanced,” he said.Cagayan Board Member Engelbert Caronan, who is tasked by the RDC chairman to discuss the proposals, shared that the RDC continuously lay-out programs to promote projects that will provide long-term comfort and development to the villagers in Cagayan Valley region.The proposed integrated infrastructure includes the Pacific Maritime Highway and Seaport Network, which will open a continuous logistics corridor to strengthen food security, fisheries, tourism, maritime security, and international trade in the region.The RDC is also fine-tuning the program for Sierra Madre Highway and Valley Sabo Dam System, which focuses on long-term flood control, reliable irrigation, renewable energy, and the creation of a new north-south land corridor to reduce traffic on major roads and accelerate the movement of agriculture and industry.To alleviate flooding, the Council has advocated anew for the Cagayan River Waterway and Basin Development Program, which aims to transform the Cagayan River into an inland transport and agri-logistics system, while developing eco-tourism and environmental rehabilitation, to lower transportation costs and enhance the region’s climate resilience.The Cagayan International Gateway Project, which will connect ports, airports, railways, and a smart innovation city to attract high-value industries, technology, and global investment, has also been reintroduced after it was stalled in the past years.The governor has emphasized the importance of proper coordination of the RDC with all government agencies in the region to effectively implement programs and projects towards development.He said that the success of the projects will be achieved through joint action with a common goal for the welfare of the region and the entire country.The governor assured continued coordination with relevant government agencies to discuss and prepare the necessary steps for the successful implementation of RDC programs in Cagayan Valley.

As the rate of opening new mining sites slows, mining companies worldwide are expanding existing mines - known as brownfield mining - to meet the ever-increasing demand for minerals to build clean energy infrastructure. But new Australian-led research has found that expanding mines can worsen environmental and social risks, and these operations tend to draw less scrutiny and regulation than new projects. The team used data on global mining and finance to show how investment has been increasingly flowing to brownfield mining rather than developing new mines. They then delved deeper for 366 brownfield mining sites, using satellite imagery and other data that track social and environmental conditions worldwide. They found more than one-fifth of the sites are within 50km of ecologically pristine or partially modified areas, while more than half are within 20km of biodiversity hotspots or protected areas. Nearly 80% of the mines they investigated are in locations facing multiple high-risk conditions, including water scarcity, weak governance, and limited press freedom. If larger, deeper, and longer-life mines are needed to meet demand, mine expansion should be thoroughly assessed for cumulative and long-term effects, rather than treating expansion as a routine decision, the authors conclude.
