Uttar Pradesh: Data centres and AI mission to make state a future tech powerhouse

On February 11, 2026, the Uttar Pradesh government presented a budget under the leadership of Chief Minister Yogi Adityanath that marked a positive shift toward building a digital economy, which will be driven by data infrastructure and artificial intelligence. With focused allocations for data centres, artificial intelligence missions, robotics and skill development, the state has outlined a structured roadmap to emerge as a global digital hub while empowering millions of youths with future-ready capabilities. Building the foundations of a data-driven state The centre point of this transformation is the rapid expansion of data centre infrastructure. Uttar Pradesh has planned eight dedicated data centre parks with a combined capacity of 900 MW, supported by investments estimated at Rs 30,000 crore. Letters of Comfort have been issued for eight projects, securing investments of Rs 21,342 crore and enabling 644 MW capacity. These projects reflect the state’s success in translating policy intent into tangible industrial commitments and infrastructure creation. In addition to these projects, the government has also allocated Rs 100 crore for developing four to five advanced data centre clusters that together aim to add another 5 GW of capacity. These clusters will go beyond server infrastructure by integrating digital townships, innovation ecosystems and technology-driven business environments. This approach positions data centres not merely as storage facilities but as catalysts for economic activity, innovation and employment generation. Vision beyond immediate capacity Uttar Pradesh’s ambition extends far beyond the current phase. The long-term roadmap envisions achieving 40 GW of data centre capacity by 2047. This scale of infrastructure would significantly surpass India’s present capacity of approximately 1.6 GW and position the state among global leaders in digital infrastructure. The strategic vision aligns with the state’s broader economic aspirations, including strengthening digital governance and enabling high-value technology industries. The revised Uttar Pradesh Data Centre Policy, introduced in 2021 and amended in 2025, has played a crucial role in accelerating this growth. By simplifying approvals, providing incentives and ensuring faster project execution, the policy has created an investor-friendly ecosystem. The establishment of State Data Centre 2.0, supported by Rs 100 crore, will further enhance governance by enabling real-time data management across government departments through a proposed State Data Authority. Artificial Intelligence mission and youth empowerment Parallel to infrastructure development, Uttar Pradesh has launched an ambitious artificial intelligence mission to prepare its workforce for emerging technological demands. The Uttar Pradesh Artificial Intelligence Mission has been allocated Rs 225 crore, while an additional Rs 32.82 crore has been earmarked for AI Centres of Excellence and data laboratories. These facilities will be established in 49 Industrial Training Institutes under the national IndiaAI Mission, ensuring that AI education reaches students across the state. The focus on skill development is further strengthened through the ‘Tech Yuva-Samarth Yuva’ initiative, which has received Rs 100 crore to train 25 lakh youth in advanced technologies such as artificial intelligence, augmented reality, virtual reality and extended reality. This initiative builds on the success of the ‘AI Pragya’ programme, under which more than 10 lakh individuals have already been trained, enabling them to participate in emerging digital industries. By integrating skill development with infrastructure creation, Uttar Pradesh is addressing both supply and demand aspects of the digital economy. Skilled youth will find opportunities within the growing ecosystem of data centres, AI laboratories, startups and technology firms for ensuring inclusive participation in economic growth. This initiative supports research and development in robotics, photonics, quantum computing and advanced manufacturing. By investing in these frontier sectors, Uttar Pradesh is positioning itself to participate in technological domains that will define future global competitiveness. Complementing this initiative is the launch of the Uttar Pradesh Robotics Mission, also supported by ₹100 crore. This mission aims to establish the Noida-Greater Noida region as a robotics hub by leveraging existing industrial strengths and technology companies. The region already has a strong manufacturing and technology base, and the robotics mission will enhance research collaboration, innovation and industrial automation. U-Hubs and innovation ecosystems To further strengthen innovation capacity, the government has planned the establishment of U-Hubs in Lucknow and Gautam Buddha Nagar. These plug-and-play centres will provide incubation, acceleration and research support for startups and technology enterprises. Supported by an allocation of ₹100 crore, these hubs will enable entrepreneurs to develop solutions in artificial intelligence, robotics and digital technologies. These initiatives build upon existing digital infrastructure, including nine operational software parks across the state. They create an integrated ecosystem that supports innovation, entrepreneurship and technology-driven industrial growth. Such infrastructure ensures that startups and enterprises have access to both physical facilities and institutional support. Economic transformation through digital infrastructure The expansion of data centres and digital technology initiatives has significant economic implications. Large-scale investments in infrastructure generate employment during both construction and operational phases. More importantly, data centres and technology hubs attract companies in cloud computing, software services, fintech and digital platforms, creating long-term employment and business opportunities. The focus on artificial intelligence and emerging technologies also enhances the state’s competitiveness in global markets. By building a skilled workforce and advanced infrastructure, Uttar Pradesh is positioning itself as a preferred destination for technology investment. This transformation contributes directly to the state’s aspiration of becoming a major economic engine and supporting India’s broader digital growth. Governance, trust and policy stability A key factor behind these developments is the government’s emphasis on transparent governance and investor confidence. The implementation of the ‘Jan Vishwas Siddhant’ across 53 departments has simplified procedures and reduced regulatory barriers. Digitisation of licensing and approvals has created a predictable and efficient administrative environment.
